After the January Uprising of 1863, this institution, despite the fact that it was not in force in the Russian Empire, it was often used by the government administration against people accused of participating in the national insurrection. The changes that occurred in Russian legislation after 1881 made it possible to construct a legal framework defining the functioning of this institution.</p> ER -
